Using Theory of Change (ToC) in programme design helps programme teams to interrogate
why a programme/intervention is likely to bring about the anticipated changes. It further
calls for the use of evidence to be used to back up the claims of how and why change
happens. Often programme teams find it easier to map how change happens (i.e. the
pathways of change) but more difficult to articulate the why change happens (i.e. the
ASSUMPTIONS).
